Certification Introduction


GCC is the abbreviation of Gulf Cooperation Council (GCC). The GCC was established on May 25, 1981 in Abu Dhabi, UAE. Its member states are Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, the Sultanate of Oman, the Kingdom of Bahrain and Yemen. The General Secretariat is located in Riyadh, Saudi Arabia. The highest authority is the Supreme Council, which consists of the heads of state and is chaired by the heads of state on a rotating basis for a term of one year. The six countries have similar political and economic systems, close royal ties, and common interests in politics, economy, diplomacy and national defense, making it an important political and economic organization in the Middle East.


GCC member states have a total area of 2.67 million square kilometers, a population of about 34 million people, a total GDP of about 380 billion U.S. dollars in 2003, the main resources for oil and natural gas, is an important regional organization in the Middle East.GCC six countries in the east and west hemisphere traffic junction, has a very important strategic geographic location. They are bordered by Iraq and Jordan to the north, Yemen and the Arabian Sea to the south, the Arabian Gulf to the east and the Red Sea to the west. The vast majority of their territory is desert, with a tropical desert climate.


Foreign trade plays a very important role in the national economies of the six GCC countries, which, because of their unitary economic structure, rely on imports for most of their living and production needs, except for petroleum and petrochemical products. The total annual import and export trade amounted to about 240 billion dollars, with the main exporting countries being the United States of America, Japan, the European Union, South Korea and Southeast Asia, and the main importing countries being the European Union, the United States of America, Japan and Southeast Asia.

GCC conformity mark

1) The product company meets the requirements of GCC regulations.

2) The product with the mark meets the requirements of GCC regulations.

3) The products should not only meet the requirements of safety, public health and consumer protection, but also meet the requirements of GSO regulations.

(4) The legal person or enterprise is responsible for the products labeled with the GCC Conformity Marking and promises that the products comply with all applicable GSO regulations and have passed the conformity assessment procedure.

(5) In order to have multiple applicable GCC technical regulations, the GCC Conformity Marking indicates that the product complies with all applicable regulations. These regulations are reflected on the product label and nameplate.

6) All regulated products must be labeled with GCC Conformity Marking before entering the GCC market, except for exempted products due to special economic reasons or administrative measures. Exempted products only apply to products that are not harmful to health, safety and related operability, and these exempted products must be notified by GSO to all GCC members.

7) The pattern of GCC Conformity Marking must not be too large or too small and must be relevant to the technical regulations.

(8) If the relevant regulations for the provisions of the GCC Conformity Marking logo size, through the requirements of the logo height greater than 5mm.

(9) The GCC Conformity Marking logo should appear in the appropriate location according to the nature of the product, such as fixed or printed on the product label, or printed on the product packaging or printed on the closed file according to regulatory requirements.

(10) The GCC Conformity Marking should be clear, readable, and not easily abraded.

(11) GCC Conformity Marking logo in the finished product stage of production and paste.

(12) GCC Conformity Marking logo must carry the identity code of the announcement organization

(13) No other deceptive logo that is identical or similar to the GCC Conformity Marking logo is allowed.

14) The GCC Conformity Marking logo may appear alongside other national or international logos

(14) The GCC Conformity Marking Mark may appear in conjunction with other national or international marks as long as these marks do not confuse the GCCC Conformity Marking Mark and do not limit or impair the readability of the GCCC Conformity Marking Mark.

(15) The GCCConformity Marking logo may be created and affixed by the manufacturer, agency or person responsible for marketing the product to the GCC.

(16) The manufacturer or the manufacturer's agent in a GCC member is required to issue a statement that the company complies with the regulatory requirements for formality testing and quality control systems before producing and affixing the GCCC Conformity Marking logo.

(17) Declaration to ensure that the product complies with the basic requirements and conditions specified in the GCC technical regulations. Or declare that the product and the announcement of the organization to maintain consistency with the test samples.

(18) GCC regulations do not specifically specify, all the declaration of documents to maintain at least 10 years.

19) Declarations and labeling contain at least the following:

A. The name of the manufacturer or the name of the agency in the GCC country;

B. Product identification features such as: product name, model number, model code and serial number and other similar data.

C. Standard regulations and technical guidelines adopted for product design and production;

D. Product class or category (appliance);

E. The person responsible for the product and his/her signature (manufacturer or legal agent of the GCC member country);

F. Declaration document - a declaration that this document describes the responsibility of the manufacturer or the responsibility of the legal agent;

G. The identity of the person signing for the manufacturer or agent;

20) The declaration document may contain other information, such as: the name and address of the inspection and testing organization, the name and address of the person responsible for the product.

21) In order to prevent multiple applicable GCC technical regulations for a particular product, the manufacturer may issue a declaration that includes all GCC technical regulations that the product meets.

22) The declaration document may be made readily available to the market investigation and control authorities of GCC member countries.


GCC Certificate


Based on the extension of the form year new standard, need to re-test the new standard items, together with the GCC certificate to the GSO. GSO reserves the right to view other test reports and raw data of other models of the vehicle. All test data must come from the company's own laboratory or from an independent laboratory recognized by GSO.

(1) For the already certified models that have been granted GCC certificates, the manufacturer must re-submit the original of the new GCC certificate of conformity and the test reports and raw data of the new test items to the GSO Head Office.

(2) For the new application for certification of the model manufacturers must submit to the GSO certificate of compliance with the requirements of GCC certification and test reports that meet the requirements of the GSO. Every year, before the first shipment, the manufacturer should submit the certificate of conformity in English/Arabic to GSO, proving that the model meets the requirements of the Gulf Vehicle Standard.

3) Manufacturers of semi-finished vehicles (e.g. chassis, etc.), before the first shipment of any type each year, shall also submit to the GSO, in advance, a certificate of conformity in English/Arabic, and, at least in advance, a certificate of conformity in English/Arabic to the Standardization and Metrology Organization (SMO) of the GCC country, attesting that such vehicles were completed in accordance with the guidelines of the manufacturer of the semi-finished vehicle, and that they continue to comply with the relevant Gulf Standard for Vehicles' Requirements.


Certification Procedure


1. Application is made to the consulting company by completing the GCC Certification Inquiry Form;

2. The company carries out testing of motor vehicles and tires in a GCC accredited laboratory in accordance with the methods and requirements of the relevant Gulf Standard;

3. The consulting company assists the enterprise to make the technical and certification documents to be submitted to GSO according to the test data;

4. GSO will review the documents submitted by the enterprise, if the review is qualified, GSO will issue GCC certification to the enterprise, if the review is not qualified, GSO will notify the enterprise that the application is not passed and inform the reasons;

5. After the validity of GCC certificate expires, GSO has to make the documents for extension and apply for a new GCC certificate.


Attention


1) It is important to understand the relevant procedures of GCC certification before formal application. As the validity of GCC certification for one year, and requires at least three months in advance to submit application materials, GSO summer vacation every year up to three months, so Chinese companies should pay particular attention to grasp the rhythm of the time of GCC certification.

(2) China's automotive products to obtain GCC certification is the key to master the GCC certification of some special requirements, especially to focus on some of the mandatory standards with China's different or more stringent restrictions on the project, such as the engine cooling system, the interior space of the bus and the luggage compartment volume, the installation of the location and logo marking, brake friction pads and battery and other parts of the material requirements of the power control system and the special requirements of the exhaust system. Special requirements for power control systems and exhaust systems.

(3) Chinese automobile enterprises should try their best to entrust GSO-accredited laboratories to carry out the inspection and test, and the format of the test report should meet the requirements, and the test cycle should be in line with the reasonable cycle considered by the GSO organization, and the original record information should be retained.

(4) When Chinese vehicles are certified by GCC, adaptive modifications must be made to adapt them to the environmental requirements of the Middle East region, which is characterized by high temperature, dusty and humid all year round. For vehicles exported to the Middle East countries, the engine cooling system should be high temperature resistant and cross-country, because the temperature in the Gulf region is as high as 40-50C in summer, and the temperature is maintained at about 20C in winter. Vehicles should be equipped with large water tanks to enhance engine heat dissipation through large water flow circulation. Use large fans, large batteries, large generators, and high-power air conditioners (without heating); use wide tires, and increase the cordura layer of tires in order to withstand high temperatures, use anti-sand paint to improve the surface hardness of the vehicle, and four-wheel drive to enhance off-road performance; and improve the interior decoration of the vehicle.

(5) The configuration and interior of vehicles should be in line with the characteristics of regional cultures and needs (instructions in Arabic, interiors in line with the characteristics of Islamic culture, large luggage space).
