CTA Certification

Want to access the public telecommunication network of telecommunications terminal equipment, etc. need to apply for network access license, communication products, "network access license" application industry commonly known as "CTA". According to the current laws and regulations in China, the state access to the public telecommunications network (mobile, Unicom, Telecom) using telecommunications terminal equipment, radio communications equipment and telecommunications equipment involved in the interconnection of the network to implement the network licensing system. Telecommunication equipments with network access license system must obtain the network access license issued by the Ministry of Information Industry; those without network access license are not allowed to access public telecommunication network and sell in China.

Introduction of Certification 

SRRC is the mandatory certification requirements of the State Radio Regulation Commission, which is often referred to as the type approval, CTA is the Ministry of Industry Telecommunications Equipment Administration of the mandatory requirements for communications products.CTA in the issuance of certificates before the need to have affairs SRRC certificate, simply put, this is the two parallel lines ultimately intersected.

Network license, the state access to the public telecommunications network using telecommunications terminal equipment, radio communications equipment and telecommunications equipment involved in inter-network interconnections to implement the network licensing system. The telecommunication equipments implementing the network access license system must obtain the network access license issued by the Ministry of Information Industry; without the network access license, they are not allowed to access the public telecommunication network for use and sale in the country. Network access license certificate contains the certificate number, application unit, manufacturer, equipment name, equipment model, origin, remarks, certificate issue date, certificate limited date. Network access license is generally valid for 3 years.

CTA certification requires application materials

(A) telecommunications equipment into the network license application form (provided by the Ministry of Information Industry format text). The application form should be signed by the applicant's legal representative or his authorized agent for the network access license for telecommunications equipment and stamped with the official seal; when the applicant and the manufacturer of different legal persons, it should also be provided by the legal representatives of both parties or his authorized agent to sign and stamp the commissioning of the processing agreement. Overseas applicants should be entrusted to an agent in China as the applicant to submit the application form, and issue a power of attorney.

(B) business license of the enterprise legal person. The domestic applicant shall provide the business license of the enterprise legal person. Commissioned by the overseas applicant to apply for telecommunications equipment into the network licensing agency, should provide the agency's valid license and registration of the overseas applicant's proof (if the applicant and the manufacturer is a different legal person, it should also provide the relevant materials of the manufacturer).

(C) the applicant's profile. Including the applicant's profile, production conditions, instrumentation, quality assurance system and after-sales service measures. The state provides for repair, replacement and refund of products, should also provide the relevant responsibility to fulfill the documents (if the applicant and the manufacturer of different legal persons, should also provide the relevant materials of the manufacturer).

(D) quality system certification or audit report. Through the quality system certification, provide certification; not through the quality system certification, to meet the relevant requirements of the quality system audit organization issued by the quality system audit report.

(E) telecommunications equipment. Including equipment features, performance indicators, schematic block diagrams, internal appearance photos and instructions for use.

(F) test reports or product certification. Should be recognized by the State Council product quality supervision department of telecommunications equipment testing organizations or certification bodies issued test reports or product certification.

(G) apply for permission to enter the network of radio transmitting equipment, should provide the Ministry of Information Industry issued a "radio transmitting equipment type approval certificate.

(H) apply for permission to enter the network of radio communications equipment, equipment involved in interconnection or telecommunications equipment, should be in China on the telecommunications network or the Ministry of Information Industry designated simulation test network for at least three months of network testing, and provide the overall technical program and test units issued by the test report.

(ix) Matters belonging to the state with special provisions shall also be submitted with relevant materials in conformity with the regulations.
