CP65 is California 65, the full English name of California 65 testing is: Proposition65, or CA Prop65. California 65 is a test that detects the amount of phthalates and the total lead content of each material on a product.
California Proposition 65 has been around for more than 20 years, and has always been about cutting down on the exposure of toxic chemicals. It promises Californians certain ways to eliminate carcinogens from consumer products and industrial and
reproductive toxic chemicals in consumer products and industry. Since the enactment of Proposition 65, many lawsuits have been filed in California over toxic chemicals in consumer products, leading to a series of restrictions throughout the United States.
Products that are known to contain chemicals that are carcinogenic or toxic to reproduction are labeled with clear and reasonable warnings to avoid contact with humans.

CP65 sets limits for products such as jewelry, apparel, bags, athletic padding, toys and childcare items, ceramic glassware, aluminum cookware, bicycles and their accessories, electrical devices, and wire and cable.
One of the widely restricted substances is lead.
All products sold in California, including textiles, toys, groceries, food contact products, electronics, etc., are affected by California Proposition 65. There are no fixed limits required for known hazardous chemicals in products.
